Roles of the Finance Committee and the Board of Selectmen in Budget Process and Presentation
The day of the 2010 Annual Town Meeting, the Finance Committee, Moderator and Selectmen received a verbal opinion from Town Counsel on the respective roles of the Finance Committee and the Board of Selectmen at Town Meeting. The opinion was also offered to those attending Town Meeting, and Town Meeting was held in accordance with that opinion.

That opinion, or its interpretation by the Finance Committee and others, ran contrary to Plympton tradition and custom. Accordingly, the Finance Committee requested a written opinion from Town Counsel on this question: "If agreement cannot be reached between the selectmen and Finance Committee, who presents the proposed budget – the main motion to be acted upon – at Town Meeting in Plympton?".
