Filing Procedures, Fees, and Forms

For NOIs, RDAs, ANRADs:
 
Submit by mail to the address below:
  • Original signed application form and required number of copies
  • Full-sized copies of any plans and other supporting documents
  • Checks:
    • Check made out to 'Town of Plympton' for filing fees for the State Act
    • Check made out to 'Town of Plympton' for filing fees for the Town Bylaw  [Current Filing Fees] 
                [Commission's current policy for 'Single-family dwelling' projects (Category 2): Maximum of $5,000]
    • Check made out to 'Town of Plympton' for $45 for the legal advertisement
Refer to the Town of Plympton Wetlands Bylaw Regulations, Sections 24, 25, and 26 for Filing Requirements and Guidelines to ensure your application is complete prior to submission. 
 
An application is not considered complete until both mailed and emailed materials, as well as the appropriate checks, are received by the Conservation Office at the Town House and at the email below. An application may not be considered complete if it is missing any requirements listed in the above Wetlands Bylaw Regulations or if the filing fees are incorrect. When the application is considered complete, the Conservation Office will notify you of your hearing date and time and email the Abutter Notification Form.

The application must be received by the Tuesday 3 weeks (21 days) prior to the meeting to give the Conservation Office enough time to review the submittal and submit the legal advertisement. The project will not be advertised until the application has been confirmed as complete. 
 
Applicant must use the Abutters Notification Form provided by the Commission once a hearing date and time is set.
Certified Mail receipts for all abutters must be received by the Commission before the hearing can be opened.
 
Minor modifications and supplemental materials relating to a project scheduled for an upcoming meeting will be considered if submitted to the Conservation Department (by both email and hard copy) at least one week prior to the meeting date. For materials submitted after that time, the Commission may need to continue the project to the following meeting to allow for adequate review time. 


Request for Determination of Applicability (RDA): 

Used for small projects outside wetland areas where the applicant requests the Conservation Commission to determine if the Massachusetts Wetlands Protection Act or the Town Wetland Bylaw is applicable to the proposed work activity. Prior to altering existing conditions or conducting work within any resource area a RDA should be filed.

Notice of Intent (NOI): 
Must be filed for any activity proposed within a resource area or its buffer zone, which involves expansion or change in use or significant excavation and/or alteration of existing grades, soils and vegetation. NOIs are required for large projects, such as septic repairs, house construction, and site work or vegetative cutting with machinery.

Abbreviated Notice of Resource Area Delineation (ANRAD): 
Provides a procedure for an applicant to confirm the delineation of a Bordering Vegetated Wetland (BVW).The ANRAD should include a site plan showing the wetland flag location and type of wetlands. 

Certificate of Compliance (COC): 
The document an applicant or property owner receives from the Conservation Commission once all the work permitted under an Order of Conditions (OOC) has been satisfactorily completed.  A Certificate of Compliance is only issued after the Conservation Commission is satisfied that all the work has been completed in accordance with the Order of Conditions and the approved plan.
